Whistleblowing Procedure

A whistleblower is entitled to report a potential violation that may involve harm to interests of importance to society.

The National Research and Innovation Institute (NIRI) has established a Whistleblowing Procedure that sets out a unified process by which an individual wishing to report potential violations may provide information obtained while performing work duties (official duties) or duties under other legal relationships related to professional activities at NIRI, as well as the protection measures available to whistleblowers..

1. How can a whistleblower submit a report?

A whistleblower is entitled to report a potential violation that may involve harm to interests of importance to society.

In accordance with Section 3 of the Law on Submissions, a whistleblower may submit a report to NIRI:

  • Electronically, in the form of an electronic document, by sending it to the e-mail address of the Whistleblowing Report Receiving Commission: trauksmescelejs@niri.lv;
  • In paper form, by post to either of the following addresses: Whistleblowing Report Receiving Commission, Rātsupītes iela 1, Rīga, LV-1067 or Aizkraukles iela 21, Rīga, LV- 1006.

2. Rights and Protection Guarantees of a Whistleblower

From the moment a whistleblower raises a concern, the whistleblower and their relatives are entitled to all protection guarantees and rights provided for under the Whistleblowing Law.

3. Data Protection

The personal data of the whistleblower, the report, any attached written or material evidence, documents prepared by the committee, related communications, as well as associated decisions and orders, are classified as information with restricted access.

4. NIRI Internal Whistleblowing Procedure

Information regarding NIRI’s internal whistleblowing system is provided to every employee upon commencement of employment and is permanently available to all employees on NIRI’s shared document drive. A whistleblower who is not an employee of NIRI shall be provided with a copy of the relevant internal procedure.
